    "content": "On a point of order, Mr. Speaker, Sir. The Assistant Minister is avoiding the question. Under the Water Act, before you give a licence to water providers they have to satisfy the Board that they are financially capable of running water services. These two companies have now proved that they cannot meet the financial requirements. Could their licences be cancelled and other capable companies sought? I am not asking that they be amalgamated or anything like that. There are many other water providers which may be able to offer the financial backing required, so that we do not get into these constant problems."
