    "content": "The import of my amendment is to tighten the impact of Clause 10. That is because the way it is, is vague and it will not give the desired effect. The desired effect is to ensure that there is the victim impact statement. When the court is sentencing a person who has been convicted of the offence, the views of the victims are always taken into account. This will not be a discretional matter."
