"content": "(5) A victim who is a person considered to be vulnerable as defined under this Act, shall be accorded all the rights conferred to them in the Constitution and shall— (a) receive special consideration from the criminal justice agencies and victim support service providers in matters related to victim protection and welfare services; (b) be provided by the Director with programs designed to ensure their enjoyment of the benefits provided for victims under this Act; and."
