It is quite a sensitive matter not only in Meru, but the rest of Kenya. In a situation where the offender is supposed to compensate the victim and, maybe, he or she is incapacitated in one way or the other, what is the recourse to the victim? Maybe, we need to have a clause which can provide that the State should take care of that."
