    "content": "Hon. Temporary Deputy Chairman, I support the proposed amendment to the Bill because we know that there are various statutes that deal with penalties. We have the Penal Code and the Sexual Offences Act. However, in the unlikely event, as it has been stated, that there is no penalty that has been specified for an offence against a victim under this Bill, it is important that we impose a fine. It should not just be a Kshs100,000 but a fine that makes an offender think of consequences before he commits an offence; he must know the repercussions that come with the commission of such an offence. Therefore, I support the imposition of a fine not exceeding Kshs1 million. As we pass the law, we should also be careful, so that we deter crime. This amendment is very important and should be accepted."
