    "content": "Mr. Speaker, Sir, I am not able to answer for yesterdays stalling, but I am informed that the stopping of the ferries sometimes or most of the time is intentional, because they have to stop when there are ships crossing the channel and wananchi might construe this as stalling. Sometimes, as I said, they run aground due to bad weather or sea currents. However, we are not aware of the constant stalling in the ocean as they cross the channel."
