Issuing of identity cards is very important; many Kenyans who have attained the age of 18 years and above, especially in rural Kenya--- One day, I found an old lady of about 70 years, who felt she should vote for me, but she had not gotten her identity card; she, therefore, could not participate in an election. This is a serious challenge because somebody who is more than 18 years of age has to produce an affidavit, which he swears as to why he is not able to get an identity care, yet we know very well that there are people in this country who live in areas that are hard to reach, and have never gone to big towns.
