The Standing Orders are clear. Secondly, if you want to challenge the Assistant Minister on whether or not his answer is factual, you have to move away from generalised aspersions and be specific on dates. For example, by giving the date on which the ferry stalled. You should tell him that on such and such a date, the ferry stalled because the engine was not running, or whatever it was. Otherwise, it is just a matter of argument. You have a different opinion from the answer given by the Assistant Minister. So, that one does not pass the test, I am afraid."
