The Constitution provides that every Kenyan, who was born or found to have been in Kenya even if they do not have parents, are assumed to be Kenya citizens. It is important for refugees who are in northern Kenya at the border with Somalia to be screened. Among the refugees, we have genuine Kenyans who have not been issued with identity cards.
