    "content": "We find at times that the picture on the ID that comes out is different from the original applicant’s picture. The pictures are different. This means that it is either done deliberately or--- Recently I had a meeting with the Registrar of Persons in Kitale and I realized that mistakes are done by the clerks. We ask the Government to be very careful at the time of registration, so that documents match the ID that comes out."
