    "content": "Vetting must be flexible. We have had cases, and I thank the Government for agreeing to remove the condition of having a title deed. Since a guy comes from a village and the father must come with a title deed to show that he is a Kenyan. I think this is frustrating to the youth and the people who want to get IDs. Vetting should be flexible, so that people are not scared of going to get the IDs."
