    "content": "Hon. Speaker, what I am saying is that this is just an attempt to operationalise Article 153(3) of the Constitution of Kenya, 2010. I know that hon. Members may not have had all the time to look through the Constitution. The particular Article states that a Cabinet Secretary shall attend before a Committee of the National Assembly or the Senate when required by the Committee, and answer any question concerning a matter for which the Cabinet Secretary is responsible."
