Members, including the Chairperson of Defense and Foreign Relations Committee and the Majority Whip--- Before I put the question, I just want to make this point abundantly clear; that Article 153 of the Constitution Clause 3 for the avoidance of doubt, so that the doubting Thomas’s appreciate that we are, indeed, implementing the Constitution and actualizing its various provisions reads as follows:- Article 153(3) ‘A Cabinet Secretary shall attend before a Committee of the National Assembly or the Senate when required by the Committee and answer any question concerning a matter for which the Cabinet Secretary is responsible’."
