    "content": "It is only this Board that has six members who are appointed by the Minister and who are the only ones with voting rights, to the exclusion of Government representatives. This is the case and yet, we are talking about a Government institution. So, we are seeking to correct that anomaly that was left. It was moved in a Finance Bill like this one here and it was quickly passed. I think hon. Members may not have seen it."
