    "content": "As I end, I just want to share a bit of what hon. Gikaria said earlier; this is the issue of the referendum. Even as we try to sensitize Kenyans on how they have the ability to exercise their right to call for a referendum, we do so in a sober manner, a manner that does not divide the country, but educates our people that a referendum is their right. They have an opportunity now to fine tune the smaller issues that are outstanding in the Constitution. When we passed the Constitution, we said that it was 80 per cent perfect, we now have an opportunity to look at the 20 per cent. The United States of America did a referendum on an amendment to their Constitution, literally months of passing it."
