    "content": "I must thank the Members, especially on the Bills that deal with budgets, and which will actually enable either the functions of the counties or the constituencies to move on, although there are some other Bills that never went through. Some of these are Bills which affect my constituency; an example is the one on the Equalisation Fund, which you referred to public participation; I must congratulate you for that. This is because this is the time when we can actually consult our constituents and county residents on this particular Bill; they should be in agreement with us."
