    "content": "A Petition can be brought by any Kenyan and also by hon. Members touching on any issue that is of concern to the people using our mandate under Article 95(2) to discuss, deliberate and resolve matters of interest or concern to the people. We already have it both in the Constitution and our Standing Orders; it is provided for; it is in order that any hon. Member may bring up the matter. It is after investigations that then the concerned committee can come and either say that the matter be referred to either House. I think it is in order for hon. Members, or even citizens to---. Actually, even citizens can petition the National Assembly and so I think it is perfectly in order."
