If you look at the Bill as published, Clause 15 reads that: “Every person whose income is chargeable to tax---;” I am proposing to change it to: “Every person carrying on a business---” so, that it is not a person whose income is chargeable but every person who carries on business should disclose the particulars which have been identified like the place of business. If you change your place of business, you should inform the Commissioner. If you change the directors, you should inform the Commissioner and so on. The other thing is to include the word “trustees”. If all the trustees, who have been charged with particular management, change their place of business they should also disclose that to the Commissioner; he should be aware that you have moved from this office to the next for the purpose of carrying out business and levying taxes."
