If you look at the phrase in Clause 25A, you will appreciate that it is self-explanatory. It refers to Government Ministries, departments and other agencies. We all know Government Ministries and departments. Government agencies has reference to parastatals and others bodies. Any organisation owned by the Government is a Government agency. “Government” includes county governments because Kenya is one. The Government withholds this tax and takes it to KRA."
