"content": "The other issue raised by hon. Mbadi is on tax in respect of goods in transit. Goods in transit are exempted but in the amendment that we did, we are leaving VAT on transport of those goods, which will be paid by people outside Kenya – people who are not necessarily registered in Kenya. So, it will be very expensive to load VAT to somebody in Uganda, who is not registered for VAT. He cannot claim import VAT in Kenya. The standard practice has been that any export is naturally zero-rated or exempted from VAT. It will just be additional cost to somebody outside this country, and it makes our country vulnerable."
