    "content": "On a point of order, hon. Temporary Deputy Chairman. The Chairman of my Committee has, perhaps, not told us the real fact. When he talks of supply of taxable services in respect of goods in transit, he must realise that taxation on goods in transit within East African is done at the point of entry, be it in Uganda or Tanzania or Rwanda. So, within the East African context, tax is actually levied at the point of entry, on behalf of that Government. So, trying to say that there is going to be no VAT on goods in transit is misleading, because goods in transit are within the East African Community EAC region. So, there is a communication problem."
