    "content": "Thank you, hon. Temporary Deputy Chairman. Let me agree with hon. Aden. The context in which this amendment is being sought is in the national Government and county governments. County governments are getting a lot of funding, which are official to the counties. For you then to ask them to come back to the Minister is creating unnecessary hurdle. Let me just give an example. Recently, I was told that Great Britain (GB) had donated medical equipment to Jaramogi Oginga Odinga Hospital in Kisumu. But this permission was never given. Therefore, the duty was more than the cost of the equipment. The equipment is still rotting at the Port of Mombasa."
