    "content": "On a point of order, hon. Temporary Deputy Chairman. I rise on a point of order pursuant to Standing Order No.83 which allows a Member to rise on a point of order. There was a clause that had been agreed upon by the Committee, namely, Clause 24A, which the Chair made an attempt to drop. Unfortunately, it had been moved by the Vice-Chairman. At the time the Chairman came, it was unprocedural to drop because the Vice-Chairman had already moved it. So, in terms of procedure, he had no capacity to drop because the Vice-Chairman had already moved.
