    "content": "Mr. Speaker, Sir, the point of order that Sen. Murungi is raising is, indeed, very important. But as you give your direction, we have to be very careful. This Bill, before it found its way in the National Assembly, this House voted, adopted and agreed that everything that is in this Bill is supposed to be assented to by the President but then we went and sought concurrence from the National Assembly. The National Assembly has concurred with this House on everything apart from the date of commencement. Mr. Speaker, Sir, I beg that you find that it will be completely out of order for this House to consider anything to do with ceilings, because that is not why we have come here. We have come to cure the little concern of the commencement date, as raised by the Lower House."
