    "content": "Mr. Speaker, Sir, what I mean is that on the face of the Bill, we could have, as the Senate which originated the Bill, indicated an effective date of a shorter period than the 14 days in the Constitution, especially given the fact that we delayed the whole exercise of guiding the Bill beyond the required timelines. Nonetheless, I want to agree with you that it was a good intention on the part of the National Assembly to try and reduce the time so that the money would be available immediately the Bill was signed. It is therefore important and I support that. However, I also want to urge my colleagues in this House to take the matters of the Senate, particularly with regard to the issues of financial management very seriously.
