    "content": "Thank you, Mr. Speaker, Sir, for giving me the opportunity to make my remarks on the amendments to this Bill. I rise to support this amendment and I want to urge my colleagues to support this amendment and pass it as quickly as possible so that we can give you the opportunity, pursuant to Article 112(b) of the Constitution, to present the Bill to the President for assent. There is not much to be debated on this particular amendment. As you said, it is a very minor one. The counties that we represent in this House are in dire need of this money; they are on their knees; they are unable to implement their programmes and projects.
