    "content": "On a point of order, Mr. Speaker, Sir. I am awaiting your ruling because this is a serious matter. I am on record as having caused the amendment to oppose ceilings on county assemblies. It is my position and it will never change. I believe that the county assemblies and the MCAs have a responsibility. Sen. Omar Hassan and Sen. Okong’o believed in the same. We forced an amendment on that section and I stand by it.
