    "content": "Mr. Chairman, Sir, that is the language I am opposed to. When we talk of the welfare and strengthening of county assemblies and the money we are allocating to the counties, this is so that it can serve county assemblies. However, some of our colleagues do not believe in the county assemblies. That is why they are using words like “irrelevance” “platitutde” and so on. Show me one Senator or Member of the National Assembly who has opposed matters of welfare. When we are talking about the issue of welfare of county assemblies, it becomes a crime and irrelevant. That is not acceptable."
