For avoidance of doubt, Standing Order No.171 states: “A Committee of the Whole shall not consider any matter other than a matter which has been referred to it or which it is required by these Standing Orders to consider.” What are we dealing with here? What has been referred to us? What has been referred to us is to change the date from 14 days to seven days. That is what we are in committee for. Debate is over. It is done. We do not have many clauses, it is only one. The only clause before us is whether to change the date from 14 days to seven or not."
