    "content": "Mr. Chairman, Sir, can you protect me? Mr. Chairman, Sir, I want to thank you profusely for your wisdom in guiding the alterations that came in between us because it is for posterity. Therefore, I want to say that we continue standing with the county assemblies and the matters of accountability. We, as a House, are not saying that we are encouraging irresponsibility by the county assemblies or the executive at the local level. However, the issues must be put straight that, at the county level, capacity for accountability must be built. Facilitating the county assemblies to do their job is our responsibility as a House to protect them and defend them. Mr. Chairman, Sir, for all the things I have said, I beg to support."
