This is an institution with a lot of money. if you look at the Budget that we passed a few days ago they were given a lot of money, and there is no excuse as to why they should not perform. Hon. Speaker, another thing is that there is need to look afresh at the recruitment policy of NIS; we have seen them picking graduates in order to recruit them as officers. These are officers who have studied here in Nairobi. They cannot go to Garissa and other remote areas; if at all they go there they just relax. Some of them call us asking whether we are going home this weekend; they want to rely on our information. Some of them are doing their Masters degrees in Business Administration and International Relations instead of doing Masters degrees in security management and forensics."
