Speaker, Standing Order No.107 (1) says:- “(1) A conduct is grossly disorder if the Member concerned- (a) creates actual disorder; (b) knowingly raises a false point of order; (c) uses or threatens violence against a Member or other person; (d) persists in making serious allegations without, in the Speaker’s opinion, adequate substantiation; (e) otherwise abuses his or her privileges.” As an individual, hon. Wamalwa had every right at that particular time when the Committee was in session to say that he did not agree with the approval of so and so. We sat a whole week and went for a retreat to write a Report. To come, abuse the integrity and the intelligence of Members of that Committee and cast aspersions on them on the Floor is something that hon. Wamalwa should not be allowed to proceed with."
