I have a copy of that court order which was signed on 18th and issued by Lady Justice M. Ngugi. The first defendant is all the Governors represented by the Council of Governors. So, yours is included. The second one is Dr. Alfred Mutua, enjoined by Patrick Khaemba of Kitale, Ahmed Abdalla Mohammed of Wajir, Wycliff Opranya of Kakamega, James Omariba Ongwae and finally another non-existence Governor called Martin Nyaga Wambora.
