Standing Order No.94 is very clear on the procedure to be followed if somebody cannot substantiate his claims. I am a Member of the Kenya Airways sky team. Am I one of those being referred to by Sen. (Dr.) Khalwale? I am convinced that before Sen. (Dr.) Khalwale mentions the names of Members of this House, a substantive Motion is necessary. Otherwise, he should also withdraw. He has apologized, yes, but he must withdraw that remark."
