You do not have to name the person; the moment you say “some Senators,” that is enough to constitute imputation of improper motives. Lastly, Mr. Speaker, Sir, the more I listen to Sen. (Dr.) Khalwale, the more I am convinced that he is completely out of order because he is talking about a letter that has been written to Parliament. So, unless he says he wants to produce a letter which has been written to Parliament about some Senators and about Harambees, I would be very uncomfortable if the Chair allows Sen. (Dr.) Khalwale to get away with this travesty of justice and the kind of remarks he has made against some Senators whom he has not named."
