"content": "(Prof. Saitoti): Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to inform this House that the Government has taken the matter of Turkana very seriously. It is not only in the area of Todonyang. Yes, we have issues along our borders; not only with Ethiopia. We have a problem, for instance, with Sudan. That is a fact which is well known. As things stand today, we are in very serious negotiations with the Government of Southern Sudan, especially at the border point. That is a fact the Minister for Labour will agree with me. He knows that, at one time, we did not have a border point. We said that we will move there. He knows that I met them in a tank and we secured that position. Therefore, it is wrong for a hon. Member to say here that we should be accused of cowardice. We have secured that. We still have got to define our border with Southern Sudan. We still have to sort out the issue of our border with Ethiopia. Mr. Temporary Deputy Speaker, Sir, so as not to be misunderstood, I attended an important function on Sunday in Djibouti and I met the Prime Minister of Ethiopia. I raised this matter with him and the Minister Foreign of Affairs. I want to inform this House that, while we are dealing with this particular incident by beefing up security personnel on both sides of administration, it has been agreed that they must meet to sort out this problem. There is going to be a joint bilateral commission between our two countries in Addis Ababa on 30th May, 2011. We will be discussing the matter of security. The Government of Ethiopia has agreed to discuss this matter with us. It is also having problems with OLF. There is a problem there. Those people normally come to Kenya to attack our own people. So, you cannot say that, that is the Ethiopian Government. So, let us work together with the Ethiopian Government to deal with the criminals who are trying to create problems on both sides. The same will apply in the case of Somalia. That is why we are working on that today. I want to tell this honorable House that the issue of security is not as simple as we are trying to put it here today. Let us also take into account that we are surrounded by extremely unstable regimes. We have terrorists along our borders who are threatening our country, including our own strategic installations. We will deal with this matter effectively. We are going to do everything possible to ensure that we provide security to"
