    "content": "Mr. Speaker, Sir, I beg to move that the National Honours (Amendment) Bill, Bill No.16 of 2014, be now read a Second Time. Mr. Speaker, Sir, this is a very straight forward Bill. The National Honours Act established the Parliamentary Honours Advisory Committee. These are the national honours that are normally given to deserving Kenyans. According to our Constitution, Parliament is both the Senate and the National Assembly.
