    "content": "Mr. Temporary Speaker, Sir, I want to take this opportunity to thank all the Senators who contributed very ably to this Motion and who have supported it. Even as we support, we must consider the views that have been raised by Sen. Mutula Kilonzo Jnr. I want to agree with him in totality. But maybe to take him back to the Motion, if you read the Motion, I am actually agreeing with him that the basis for recognizing the family should be as contained in Article 45. That being the case, the reality out there is different and this Motion simply states that even though the scenario we wanted was contained in Article 45 where only those who have the capacity to raise families will have children, however, that is not the scenario obtaining out there. Therefore as a nation we have the responsibility to take care of these children who go against the spirit of Article 45 as contained in the Constitution to start their own families. That is the spirit of this Motion. However, even as we support, let us also go by what Sen. Boy Juma Boy and Sen.
