    "content": "(Sen. (Prof.) Kindiki): Mr. Temporary Speaker, Sir, I beg to move that the County Assemblies Powers and Privileges Bill, Senate Bill No.11 of 2014, be read a Second Time. Article 196(3) of the Constitution says that Parliament shall enact legislation providing for the powers, privileges and immunities of county assemblies together with those of their committees and members of those county assemblies. I note with concern that this legislation is supposed to have been enacted three years from the date within The electronic version of the Senate Hansard Report is for information purposes only.
