    "content": "Mr. Speaker, Sir, it is for that very reason that we are introducing two pieces of legislation; the National Construction Authority Bill and the Engineers Bill. The two pieces of legislation are expected to assist the Ministry in making sure that the engineers are adequately disciplined in their respective places of work. We take seriously the issue of contractors abandoning sites. This is a matter that will be placed under their performance levels. We will take note of that."
