    "content": "Mr. Speaker, Sir, the issue of run-off water, that is, water flowing from our hills and also on our roads is a matter that concerns so many Ministries. It concerns, for instance, the Ministry of Forestry and Wildlife, the Ministry of Environment and Mineral Resources, the Ministry of Agriculture and even the Ministry of Livestock Development. So, I think it is a matter that will need to be attended to by so many Ministries. Suffice it to say that when it comes to drainages on the roads, the greatest difficulty we are facing today relates to farmers or people who own land along the roads not allowing us to construct drainage fences along their farms. In fact, if you do it, in the next few minutes, they will block them. That forces water to run on the road, therefore, removing all the gravel on the road. I want to plead with hon. Members to assist us in educating the public to appreciate that we need to drain water off the roads, if we are to retain those roads in a good condition."
