    "content": "Mr. Speaker, Sir, could the Chairperson explain to this House why this problem of drought is all the time repeatedly discussed in this House for many years? Is there any plan at all to ensure that in the next few years, this matter will be laid to rest? Because as you know the reason people in Laikipia West, Samburu District and, of course, Pokot and Baringo, will continue to suffer? For the last 50 years, they have continued to suffer from drought and we are all aware that a lot of money has been spent on matters which may not be as important as this one. Could he explain to this House when this matter will come to an end? Could he also assure us that enough money will be allocated for creating dams and facilities which should deal with this situation? Thank you, Mr. Speaker, Sir."
