    "content": "Mr. Speaker, Sir, let me finish. We have looked at the programme and they are talking about one million acres to be irrigated during the life of this Government. This will not happen because what we are now debating is 10,000 acres which have been stopped by the court. Even if it was successful, it would take 100 years to make one million acres. Unless we take this matter seriously and devolve it, so that each Governor is given a number of acres to irrigate within their counties, we will never achieve even the one million acres. So, what I am calling for is massive resource injection, if we are to end the circles of drought and famine in this country. Thank you, Mr. Speaker, Sir."
