    "content": " We have had this Committee Report for some time and really need to dispose of it. I have looked at the recommendations contained on pages 36 and 37. In my opinion, all the seven recommendations point to the introduction of the proposed Bill and they do not affect counties. The Bill will be a matter affecting counties, but the recommendations contained here do not affect counties. Therefore, I will move to put the Question."
