    "content": "Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that the county transport is one of the devolved functions under the Fourth Schedule to the Constitution; noting that Article 54(1)(c) of the Constitution entitles persons with disability to reasonable access to all places, public transport and information; further aware that under Articles 27(1) of the Constitution, every person is equal before the law and has the right to equal protection and equal benefits of the law; concerned that people with disability continue to be discriminated against in the construction of foot bridges across the country; noting that if the situation is not urgently remedied, the lives of people with disabilities who cannot cross roads without assistance will continue to be in danger, the Senate urges all the county governments to construct wheelchair accessible foot bridges or foot paths on major county roads for use by people with disability.
