It is a Bill that replicates the immunities and privileges accorded to Members of Parliament (MPs) from both the National Assembly and the Senate. If we, indeed, recognize the county assemblies as legislatures in the counties, then, obviously, the MCAs of those assemblies are equally entitled to powers and privileges to enable them do their work.
