    "content": "Mr. Temporary Speaker, Sir, I am not saying that. I am quite clear in my mind of what I am talking about. I was just saying that the House is almost empty. Mr. Temporary Speaker, Sir, as I said earlier, the Bill has been supported by almost every Member of this House and so, I find no reason for being here. I think it is important for all of us to be here. It is the job of the Whips to make sure that Members are here to listen and contribute. You cannot force anyone to contribute, but it is always important to be in the House. This Bill ought to have been here immediately the Senate came into being. This is because by that time this Constitution was in place. It has taken us almost two years to consider giving the MCAs powers and privileges. I think the Senate Majority Leader and the Senate Minority Leader should take responsibility for that. They ought to have brought this matter earlier.
