    "content": "Mr. Speaker, Sir, I am also surprised by the answer given by the Chairman. The Constitution is very clear about issues of discrimination. Nobody should be discriminated against any ground. However, the Chairman has clearly told this House that the Government is discriminating against the citizens of this Country. It is important that they come up with a very comprehensive report on every criteria used for those 30 per cent beneficiaries. That is my intervention."
