    "content": "Mr. Temporary Speaker, Sir, this was supposed to be the work of the Committee initially. We are not supposed to tell them what to do. If they fail, we will ask this House to appoint a Special Committee to deal seriously with the problem in Isiolo County. It looks like these are the challenges that we should expect from the many other counties in the days to come. As the Senate, we need to address these issues, because it is our work. We represent the counties, as indicated here the Constitution. Article 1 (3) of the Constitution reads:- “Sovereign power under this Constitution is delegated to the following State organs, which shall perform their functions in accordance with this Constitution–– (a) Parliament and the legislative assemblies in the county governments; (b) the national executive and the executive structures in the county governments; and,"
