    "content": "county by using the weapons that had been allocated to their bodyguards by the Government. Mr. Temporary Speaker, Sir, this experience is very painful. The most worrying issue is that when all this is happening and the Judiciary sits - because of the powers given to it by the Constitution - trying to implement through the court; the judges actually end up suspending the same Constitution on a temporary basis, because Article 181 allows a governor to be impeached. Before even the impeachment takes place, the court sits and issues orders that the process should not take place. Is that not suspending the Constitution? Who has got powers in this country? Where is it described and shown in this Constitution, that a member of the Judiciary can suspend this Constitution? This is an exception of the people of Kenya. The people of Kenya have got the mandate to maintain, protect and defend the Constitution. No member of the Judiciary has the powers to sit down and say that impeachment should not take place or this should not happen. The issue in Isiolo is within the county assembly. It does not even qualify to be in the Senate. It is within the Standing Orders of the county assembly. The judge gave orders to stop the county from dealing with issues that they are supposed to deal with. If we cannot impeach the Speaker in this House and have the authority to do so, what business do we have? We have been made toothless."
